Implementation

Description: This fact sheet
presents information on USAID’s Adaptation Partnership, a global coalition
founded in 2010 to share information and lessons learned about climate change
adaptation. USAID supported 10 regional capacity-building Adaptation
Partnership workshops in Africa, Asia, and Latin America on climate change
vulnerability and adaptation issues related to food security, climate services,
urban climate resilience, coastal and marine protected areas, and high-mountain
glacial regions. Outcomes of the workshops included: (1) communities of
practice (CoP) to facilitate communication and collaboration on climate
services, glacial retreat, and climate resilient agriculture, (2) scientific
research and technical analyses to learn more about climate change issues,
including glacial lake formation and the economic value of climate services;
and (3) small-grant programs with $25,000 to $550,000 awards.

Description: For those whose livelihoods revolve around rain-fed agriculture, climate services have the potential to reduce precipitation- and temperature-related risks to agricultural production, boost agricultural yields by enabling appropriate crop and variety selections, and build resilience in rural populations by enhancing the food and income base of their livelihoods. To achieve these lofty potentials, climate services must deliver information that is salient, legitimate, and credible to those for whom these services are designed and to whom they are targeted.Further, we must understand if and how new information is of value to these users. Information that is not actionable, which does not speak to farmer needs, or which lacks credibility relative to other sources of weather and climate information does not add value to their decision-making, and may even result in confusion around decision-making that reduces the efficacy of existing livelihoods strategies. In short, it is becoming clear that weather and climate information is not inherently valuable to those in rural agrarian contexts, but must be tailored to the specific needs of the users if it is to have a productive impact on their lives and livelihoods.

Assessing Mali's “Direction Nationale de
la Météorologie Agrometeorological” Advisory Program: Preliminary Report on the
Climate Science and Farmer Use of Advisories

Description: This report, the first of two,
presents an assessment of Mali's “Direction Nationale de la Météorologie”
agrometeorological advisory program, called Meteo Mali. Mali initially
established Meteo Mali, which provides advisories for communities, households,
and individuals, as an emergency measure to address food insecurity; Mali
reported that its program led to yield increases of 20 to 60%, depending on the
part of the country in which the information was used. This report assesses the
advisories’ forecasts, science, and use at the community, household, and
individual level in southern Mali; provides recommendations to enhance Meteo
Mali's program; identifies future research needs; suggests that future climate
services build in post-hoc monitoring and evaluation documentation, from the
outset, to facilitate learning, evaluation, and evidence-based program
adjustment; and defines criteria that can inform the programming, design, and
implementation of climate services for farmers in the Global South.

Description: This report marks the completion of the first detailed assessment of the function and impact of an operational climate services for development program, Mali’s L’Agence Nationale de la Météorologie’s (Mali Meteo) Agrometeorological Advisory Program. Viewed within both the climate services and development communities as highly successful, the Agrometeorological Advisory Program had never been independently assessed. In 2011, USAID’s Office of Global Climate Change commissioned this assessment to understand how the program functioned, and the degree to which the program impacted the lives and livelihoods of the farmers it was designed to benefit. A preliminary report compiled findings on the history and administrative structure of the program, assessed the scientific basis of the advisories, gauged the level of use of the advisories and, where they were being used, the impact of the advisories on livelihoods decisions and outcomes. Among the most important findings of this report were extremely low overall rates of advisory use, with women often lightly engaged with the advisories, if at all.

Climate Change Adaptation and Peacebuilding: Developing conflict-sensitivity guidelines for adaptation policy in Africa

Description: This workshop summary details the proceedings of an
October 2013 workshop in Addis Ababa, Ethiopia, which convened international
experts for a community of practice to explore issues concerning climate adaptation,
conflict, and development. Workshop activities included a site visit to a rural
village, Sululta, Ethiopia, as well as a variety of presentations on: Africa’s climate vulnerability; relevant
projects, guidelines, and tools; assessing if and how national adaptation plans
address conflict; and factors influencing compound risks associated with
climate change and conflict, such as family planning, population age and
growth, and urbanization. The report finishes with a list of specific
conclusions and recommendations.

invest in cost-effective adaptive strategies. The CCRD program focuses

program and its work in five rapidly growing pilot cities that are vulnerable

Perú; Nacala-Porto, Mozambique; and Hue, Vietnam. CRIS enables municipal
decision-makers to identify, prioritize, and implement adaptation strategies
for infrastructure projects to save lives and protect long-term investments.
CRIS activities include assessing vulnerability, screening adaptation options,
writing proposals for external funding, using decision-support tools for
infrastructure planning, and supporting training and peer-learning events.
USAID also provides small grants for

in the countries of Ghana, Mali, and Malawi. The case studies examine the role
of gender in climate change adaptation, offering extensive empirical evidence

To develop a complete understanding of the impacts of climate change, and to
explain why and how adaptation measures succeed or fail, researchers need to
apply methods that explore the intersection of gender, livelihoods, strategies,

publication draws on real-world examples from countries such as Ethiopia,
Uganda, Mozambique, Bhutan, Trinidad, Tobago, the Cayman Islands, Jordan,
Jamaica, Namibia, Pakistan, Panama, and the Philippines. Content includes a
list of suggested resources for further reading and information on how to
consider property rights and resource tenure systems within the context of
climate-resilient development. Appendices provide a set of practical tools for

Partnership (HiMAP) website provides information on the range of research,
events, and workshops related to high-mountain glacial watersheds, including

high-mountain glacial watersheds. HiMAP strives to share knowledge with and
create new opportunities between previously disconnected scientists and
practitioners. HiMAP supports a new generation of climber-scientists who
understand climate change, adaptation issues, research methods, and action
projects in high-mountain watersheds. HiMAP works to engage local community
knowledge, as well as international climate science expertise, to achieve this
goal. HiMAP also works to strengthen scientific, social, and institutional
capacity for the management of dangerous glacial lakes in Perú and Nepal.

Index Insurance: Building Agricultural Resilience to Climate Variability
and Change

Description: This fact sheet describes index insurance, an affordable alternative to
conventional insurance that pays out benefits based on conditions exceeding
pre-determined thresholds (e.g., rainfall amounts) instead of damage assessment
to individuals’ property. USAID partners with the private sector, universities,
and local organizations to test and evaluate crop and livestock insurance
tailored for farmers and herders in developing countries. The fact sheet
summarizes index-insurance programs in the Dominican Republic, Ethiopia, and
Senegal and describes how index insurance can complement proactive resource
management efforts (such as water storage) that increase production.

Planning: A Report on Three Workshops

Description: This report presents the findings from
USAID workshops held in support of National Adaptation Plan (NAP) development
for Jamaica, Tanzania, and Ghana in 2012 and 2013. The workshops employed a
development-first process based on USAID's climate-resilient development
framework. Participants identified and prioritized their development goals, the
ways that climate change and other risks can affect these goals, the actions
and institutional roles necessary to respond to these risks and achieve their
country's development vision, and the economic sectors critical to the
country's or region's development. Breakout sessions covered: (1) mapping
relationships across economic sectors, (2) identifying climate and non-climate
stressors for each sector, and (3) identifying ways to address the risks and
constraints with each sector.

National Adaptation Planning:
Developing Countries can Become More Resilient to Climate Change by Integrating
Adaptation and Development

Description: This fact sheet presents the USAID
National Adaptation Plan (NAP) process, which uses a “development-first”
approach to address climate threats in the context of broader development
goals. The NAP process begins with a workshop that helps stakeholders develop
an approach, build ownership and momentum, and agree on priorities for next
steps and action.
The fact sheet introduces the
experiences of Jamaica and Tanzania, which have already organized NAP workshops
and are following USAID's approach. USAID is also supporting 11 countries in
West Africa by helping the Economic Community of West African States (ECOWAS)
facilitate regional coordination on coastal adaptation planning and work with
the countries on their NAP processes.

Kenya, Senegal, and Nepal to help participants apply for competitive
grants to implement project ideas developed during a December 2012
workshop, "Scaling Up Climate Services for Farmers in Africa and South
Asia." This workshop report presents the findings from the workshop held
in Nairobi, Kenya. The report articulates participants’ vision for
reducing climate vulnerabilities and improving the resilience of
smallholder farmers. Participants envisioned providing climate and
weather services by scaling up a set of integrated and sustainable
approaches; this would enable 1.5 million farmers to increase their
livelihood security. The report also describes participants’ vision for
inter-regional capacity-building initiatives: to enhance the
livelihoods of smallholder farmers by improving their understanding and
application of climate information, services, and advisories. The report
also describes workshop participants’ grant application for a project
that would establish regional networks to link African and South Asian
farmers to enhance their knowledge sharing concerning climate services
and products.

the livelihoods of smallholder farmers by supporting knowledge-based
climate risk management. The report also describes the participants’
grant application for a project that would strengthen the generation and
dissemination of climate-based agro-advisories for smallholder farmers
in South Asia.

CCRD convened four proposal writing workshops in June and July 2013 in
Kenya, Senegal, and Nepal to help participants apply for competitive
grants to implement project ideas developed during a December 2012
workshop, "Scaling Up Climate Services for Farmers in Africa and South
Asia." This workshop report presents the findings from the workshops
held in Dakar, Senegal. Participants at the proposal writing and
planning workshop articulated a vision for their efforts: to ensure
that by 2020, more than 50% of smallholder farmers in West Africa will
have access to and make better use of climate information and products
to enhance on-farm decision making. Participants filled out a grant
application for a project that would be a first step towards this
vision.

This workshop report presents the findings from a workshop held in
Grahamstown, South Africa, in November 2013. This workshop was the first
of three focused on identifying climate change capacity-building needs
for coastal and marine protected areas (MPAs) in the Western Indian
Ocean (WIO) region. As the report discusses, the purpose of the first
workshop was to: 1) provide a basic overview of the root causes of
climate change; the types of physical, chemical, and biological changes
that have occurred or will occur; and the anticipated effects on
habitats, species, natural systems, and human communities; 2)
familiarize participants with tools for communicating climate change
issues to key stakeholders, such as policymakers and communities; and 3)
assist participants in developing a stakeholder engagement plan for
preparing for climate change.

This report presents the findings from a workshop that took place in
Accra, Ghana, in June 2013; the workshop focused on climate change
impacts, specifically to the coastal and marine environments. The
purposes of the workshop were to demonstrate and refine methods for
national adaptation planning; facilitate the integration of climate
change adaptation into development plans, processes, and strategies in
individual West African States; and agree on a road map for a regional
plan of action that supports the National Adaptation Plan (NAP) process
in each country. Participants heard presentations on the NAP process and
coastal development objectives and issues in West Africa. Experts led
the following breakout exercises: 1) building a map of relationships
among coastal economic sectors and the inputs and enabling conditions
they depend upon; 2) mapping climate and non-climate threats and
constraints to the key inputs and conditions; 3) determining the impacts
of the climate threats and constraints; and 4) identifying measures,
policies, and institutions to address climate impacts. Participants
focused on national, and regional, and transboundary issues. At the
conclusion of the workshop, participants consolidated the workshop
findings and developed lessons learned for sharing with national,
regional, and international forums.

| Western Indian Ocean Training on Vulnerability Assessment, Scenario Planning, and Adaptation – Summary Report May–June 2014 July 2014

Description:
This report presents the results of training sessions to help
individuals from Western Indian Ocean (WIO) countries and
non-governmental organizations increase the awareness and understanding
of climate change and the use of vulnerability assessments, particularly
for coastal communities and marine protected areas. The first set of
training focused on climate change impacts, climate information, and
communicating climate change to better understand how to assess
vulnerability to climate change, develop adaptation strategies, and
engage stakeholders and communities. The second set of trainings focused
on: 1) the effects of non-climate and climate stressors on target
resources; 2) community resilience and community data-gathering tools;
3) assessing vulnerability and scenario planning; and 4) adaptation and
implementation considerations. Major goals of the trainings were
knowledge-sharing; providing regional marine resource practitioners the
knowledge, skills, and techniques to administer the training sessions,
themselves, in three to five years; and building a network of
practitioners to share knowledge with each other.
