Description: This fact sheet
presents information on USAID’s Adaptation Partnership, a global coalition
founded in 2010 to share information and lessons learned about climate change
adaptation. USAID supported 10 regional capacity-building Adaptation
Partnership workshops in Africa, Asia, and Latin America on climate change
vulnerability and adaptation issues related to food security, climate services,
urban climate resilience, coastal and marine protected areas, and high-mountain
glacial regions. Outcomes of the workshops included: (1) communities of
practice (CoP) to facilitate communication and collaboration on climate
services, glacial retreat, and climate resilient agriculture, (2) scientific
research and technical analyses to learn more about climate change issues,
including glacial lake formation and the economic value of climate services;
and (3) small-grant programs with $25,000 to $550,000 awards.

This report presents the findings from a series of Adaptation
Partnership workshops about glaciers, glacial lakes, and water and
hazard management in the Andes and in several Asian mountain regions.
The workshop series began with a field expedition to Nepal’s Imja
Glacial Lake; participants focused on knowledge exchange and
collaboration. A knowledge-sharing workshop was next, in which
participants discussed the physical and human dimensions of glacial
recession, glacial lakes, and water supply. The final workshop was a
writers workshop aimed at capturing the experiences, lessons learned,
and recommendations that emerged from the field expedition and
knowledge-sharing workshop. The primary goal of the field expedition and
follow-on workshops was to catalyze, facilitate, and accelerate
interdisciplinary exchange and collaboration among scientists,
practitioners, and policy makers from the Andes, the Hindu Kush-Himalaya
(HKH) region, and Central Asia. This report also contains many papers
from the workshops.

An Assessment of Water Security, Development, and Climate Change in Iloilo, Philippines, and the Tigum-Aganan Watershed

Description: This report details a water security and climate risk
assessment that USAID performed in Iloilo, Philippines, and the surrounding
Tigum-Aganan Watershed. In Iloilo, climate impacts such as floods, intense
storms, droughts, and changes in temperatures and precipitation will interact
with existing water security stressors to adversely affect the population. The
report provides a case study demonstrating how to incorporate USAID’s
Climate-resilient Development Framework into water sector planning for
infrastructure projects, monitoring programs, and governance decisions. The
report also covers assessment methods; ways to translate an assessment into
adaptation options; and how to evaluate options according to criteria, such as
effectiveness, feasibility, and cost.

This fact sheet provides an overview of USAID's CCRD project, as
envisioned at the beginning of the project. CCRD activities increase the

invest in cost-effective adaptive strategies. The CCRD program focuses
on three areas, providing: 1) support to USAID Bureaus and Missions
through the development and dissemination of guidance, training, and
capacity-building to strengthen the agency’s portfolio of adaptation
projects, as well as the mainstreaming of climate concerns into other
programs and projects; 2) coordination and support for activities
related to U.S. Government climate change programs, including the

mountains, climate services, and climate-resilient long-term planning.

Description:
This fact sheet describes the use of the Climate Impacts Decision
Support Tool (CIMPACT-DST) in the coastal city of Hue, Vietnam. Hue is
subject to significant flooding each year. With a changing climate,
population growth, and economic development, the city is concerned about
the effect that flooding could have on the city's tourism, public
health, and infrastructure. Working with local partners, USAID collected
local climate, geospatial, and climate vulnerability data for use with
CIMPACT-DST to improve resilience in Hue’s urban planning,
infrastructure siting, and design. USAID also conducted training for
locals on how to use, manage, and update the tool. USAID developed an
expanded version of CIMPACT-DST for use in other Vietnamese cities.

Climate-Resilient Development: A Framework for Understanding and Addressing Climate Change

approach to climate change adaptation. The framework recommends practitioners use

resource managers; and other decision-makers in national, regional, and local
governments.
The report discusses the rationale behind
climate-resilient development and describes the five stages of the framework.

list of potential assessment criteria for adaptation options, examples of
relevant project work from Jamaica and the Philippines, and a guide to

program and its work in five rapidly growing pilot cities that are vulnerable

Perú; Nacala-Porto, Mozambique; and Hue, Vietnam. CRIS enables municipal
decision-makers to identify, prioritize, and implement adaptation strategies
for infrastructure projects to save lives and protect long-term investments.
CRIS activities include assessing vulnerability, screening adaptation options,
writing proposals for external funding, using decision-support tools for
infrastructure planning, and supporting training and peer-learning events.
USAID also provides small grants for

This report presents the findings of the third international workshop
of the High Mountains Adaptation Partnership (HiMAP), "Glacial Flooding
and Disaster Risk Management Knowledge Exchange and Field Training." The
workshop took place in various locations in the Peruvian Cordillera
Blanca mountain range. Presenters offered key HiMAP research results and
provided training modules on new field methods in the high-mountain
sciences, including ground penetrating radar demonstrations at Pastoruri
glacier, conflict-resolution methods at Parón Glacial Lake, and new
systems for developing local adaptation management plans in the Quilcay
watershed above Huaraz. During the workshop, participants voted to
change the name to HiMAP; it was previously called the High Mountain
Glacier Watershed Program (HMGWP). A film of the workshop is available
as a series of short videos available on the HiMAP website.

key stakeholders, or poor coordination across government agencies. This
publication draws on real-world examples from countries such as Ethiopia,
Uganda, Mozambique, Bhutan, Trinidad, Tobago, the Cayman Islands, Jordan,
Jamaica, Namibia, Pakistan, Panama, and the Philippines. Content includes a
list of suggested resources for further reading and information on how to
consider property rights and resource tenure systems within the context of
climate-resilient development. Appendices provide a set of practical tools for

Adaptation Partnership (HiMAP) website provides information on the range of

Participants in one workshop were national-level policy makers and
stakeholders; participants in the other three workshops were farmers and local
authorities. Small group exercises included discussions of the top problems
facing the wheat sector, decision-making at the farm level, perceptions of
climate change and potential impacts on the wheat sector, assessing
vulnerability to climate change and variability, and options for addressing
vulnerability.

considerations into the planning activities of cities and provinces in Vietnam.
The report summarizes Vietnam’s needs for a consistent methodology, usable
tools and resources, and incentives to mainstream climate considerations into
existing planning processes. Ultimately, this project produced a tool that
presents standardized process for identifying climate change impacts and
solutions.

CCRD convened four proposal writing workshops in June and July 2013 in
Kenya, Senegal, and Nepal to help participants apply for competitive
grants to implement project ideas developed during a December 2012
workshop, "Scaling Up Climate Services for Farmers in Africa and South
Asia." This workshop report presents the findings from the workshop held
in Nairobi, Kenya. The report articulates participants’ vision for
reducing climate vulnerabilities and improving the resilience of
smallholder farmers. Participants envisioned providing climate and
weather services by scaling up a set of integrated and sustainable
approaches; this would enable 1.5 million farmers to increase their
livelihood security. The report also describes participants’ vision for
inter-regional capacity-building initiatives: to enhance the
livelihoods of smallholder farmers by improving their understanding and
application of climate information, services, and advisories. The report
also describes workshop participants’ grant application for a project
that would establish regional networks to link African and South Asian
farmers to enhance their knowledge sharing concerning climate services
and products.

CCRD convened four proposal writing workshops in June and July 2013 in
Kenya, Senegal, and Nepal to help participants apply for competitive
grants to implement project ideas developed during a December 2012
workshop, "Scaling Up Climate Services for Farmers in Africa and South
Asia." This workshop report presents the findings from the workshops
held in Dakar, Senegal. Participants at the proposal writing and
planning workshop articulated a vision for their efforts: to ensure
that by 2020, more than 50% of smallholder farmers in West Africa will
have access to and make better use of climate information and products
to enhance on-farm decision making. Participants filled out a grant
application for a project that would be a first step towards this
vision.

Description: This technical report is one of a series of
documents that guided the customization of the Vietnam Climate Impacts Decision
Support Tool (CIMPACT-DST), a tool that USAID helped develop to support urban
planning in Vietnam. The document provides information about situations in
which planners, engineers, and managers could apply the tool and the steps they
could take to use the tool to identify and apply climate information and
adaptation strategies for urban planning. Tool users follow four steps: (1)
Enter project information, (2) Specify the project planning horizon, (3)
Determine the project's climate-related hazard exposure, (4) Consider the
tool’s output – anticipated climate impacts specific to the project, climate
impact projections, secondary sector-specific impacts, and sector-specific
guidelines and recommendations.
