Adaptation Partnership: USAID Supports Climate Change Adaptation through Knowledge Exchange, Collaboration and Implementation

Description: This fact sheet presents information on USAID’s Adaptation Partnership, a global coalition founded in 2010 to share information and lessons learned about climate change adaptation. USAID supported 10 regional capacity-building Adaptation Partnership workshops in Africa, Asia, and Latin America on climate change vulnerability and adaptation issues related to food security, climate services, urban climate resilience, coastal and marine protected areas, and high-mountain glacial regions. Outcomes of the workshops included: (1) communities of practice (CoP) to facilitate communication and collaboration on climate services, glacial retreat, and climate resilient agriculture, (2) scientific research and technical analyses to learn more about climate change issues, including glacial lake formation and the economic value of climate services; and (3) small-grant programs with $25,000 to $550,000 awards.

Assessing Climate Service Needs in Kaffrine, Senegal: Livelihoods, Identity, and Vulnerability to Climate Variability and Change

Description: For those whose livelihoods revolve around rain-fed agriculture, climate services have the potential to reduce precipitation- and temperature-related risks to agricultural production, boost agricultural yields by enabling appropriate crop and variety selections, and build resilience in rural populations by enhancing the food and income base of their livelihoods. To achieve these lofty potentials, climate services must deliver information that is salient, legitimate, and credible to those for whom these services are designed and to whom they are targeted.Further, we must understand if and how new information is of value to these users. Information that is not actionable, which does not speak to farmer needs, or which lacks credibility relative to other sources of weather and climate information does not add value to their decision-making, and may even result in confusion around decision-making that reduces the efficacy of existing livelihoods strategies. In short, it is becoming clear that weather and climate information is not inherently valuable to those in rural agrarian contexts, but must be tailored to the specific needs of the users if it is to have a productive impact on their lives and livelihoods.

Assessing Mali's “Direction Nationale de la Météorologie Agrometeorological” Advisory Program: Preliminary Report on the Climate Science and Farmer Use of Advisories

Description: This report, the first of two, presents an assessment of Mali's “Direction Nationale de la Météorologie” agrometeorological advisory program, called Meteo Mali. Mali initially established Meteo Mali, which provides advisories for communities, households, and individuals, as an emergency measure to address food insecurity; Mali reported that its program led to yield increases of 20 to 60%, depending on the part of the country in which the information was used. This report assesses the advisories’ forecasts, science, and use at the community, household, and individual level in southern Mali; provides recommendations to enhance Meteo Mali's program; identifies future research needs; suggests that future climate services build in post-hoc monitoring and evaluation documentation, from the outset, to facilitate learning, evaluation, and evidence-based program adjustment; and defines criteria that can inform the programming, design, and implementation of climate services for farmers in the Global South.

Assessing Mali’s L’agence Nationale De La Météorologie’s (Mali Meteo) Agrometeorological Advisory Program: Final Report on the Farmer Use of Advisories and Implications for Climate Service Design

Description: This report marks the completion of the first detailed assessment of the function and impact of an operational climate services for development program, Mali’s L’Agence Nationale de la Météorologie’s (Mali Meteo) Agrometeorological Advisory Program. Viewed within both the climate services and development communities as highly successful, the Agrometeorological Advisory Program had never been independently assessed. In 2011, USAID’s Office of Global Climate Change commissioned this assessment to understand how the program functioned, and the degree to which the program impacted the lives and livelihoods of the farmers it was designed to benefit. A preliminary report compiled findings on the history and administrative structure of the program, assessed the scientific basis of the advisories, gauged the level of use of the advisories and, where they were being used, the impact of the advisories on livelihoods decisions and outcomes. Among the most important findings of this report were extremely low overall rates of advisory use, with women often lightly engaged with the advisories, if at all.

The Caribbean Agrometeorological Initiative (CAMI): An Evaluation of Climate Services

Description
: This report presents an evaluation of the Caribbean Agrometeorological Initiative (CAMI). For the last three years, CAMI has brought together the meteorological and agricultural agencies of 10 Caribbean nations to deliver climate services to farmers. Services have included developing new agro-meteorological information, creating an effective means to share this information with farmers, and convincing farmers across the 10 countries to change farming activities to enable increased agricultural productivity. Although the ultimate goal of CAMI is to raise agricultural productivity, this evaluation focuses on intermediate measures of success related predominantly to capacity building. However, the evaluation is limited because three years is too short a time for CAMI partner countries to have begun delivering climate services to farmers. This report concludes with recommendations for near-term actions to enhance the progress accomplished by CAMI to date.

Climate Change Resilient Development

Description: This fact sheet provides an overview of USAID's CCRD project, as envisioned at the beginning of the project. CCRD activities increase the resilience of people, assets, and livelihoods to climate change impacts by integrating adaptation strategies into the broader development agenda and inducing donors, governments, and the private sector to invest in cost-effective adaptive strategies. The CCRD program focuses on three areas, providing: 1) support to USAID Bureaus and Missions through the development and dissemination of guidance, training, and capacity-building to strengthen the agency’s portfolio of adaptation projects, as well as the mainstreaming of climate concerns into other programs and projects; 2) coordination and support for activities related to U.S. Government climate change programs, including the Adaptation Partnership and Partnership Workshops programs; and 3) technical leadership in emerging areas of climate vulnerability and adaptation that need further innovation, including glaciers and mountains, climate services, and climate-resilient long-term planning.

Climate-Resilient Farming: Improving Agricultural Decision Making in Central America and the Caribbean

Index Insurance: Building Agricultural Resilience to Climate Variability and Change

Description: This fact sheet describes index insurance, an affordable alternative to conventional insurance that pays out benefits based on conditions exceeding pre-determined thresholds (e.g., rainfall amounts) instead of damage assessment to individuals’ property. USAID partners with the private sector, universities, and local organizations to test and evaluate crop and livestock insurance tailored for farmers and herders in developing countries. The fact sheet summarizes index-insurance programs in the Dominican Republic, Ethiopia, and Senegal and describes how index insurance can complement proactive resource management efforts (such as water storage) that increase production.

: CCRD convened four proposal writing workshops in June and July 2013 in Kenya, Senegal, and Nepal to help participants apply for competitive grants to implement project ideas developed during a December 2012 workshop, "Scaling Up Climate Services for Farmers in Africa and South Asia." This workshop report presents the findings from the workshop held in Nairobi, Kenya. The report articulates participants’ vision for reducing climate vulnerabilities and improving the resilience of smallholder farmers. Participants envisioned providing climate and weather services by scaling up a set of integrated and sustainable approaches; this would enable 1.5 million farmers to increase their livelihood security. The report also describes participants’ vision for inter-regional capacity-building initiatives:  to enhance the livelihoods of smallholder farmers by improving their understanding and application of climate information, services, and advisories. The report also describes workshop participants’ grant application for a project that would establish regional networks to link African and South Asian farmers to enhance their knowledge sharing concerning climate services and products.

The report also describes the participants’  grant application for a project that would strengthen the generation and dissemination of climate-based agro-advisories for smallholder farmers in South Asia.

This workshop report presents the findings from the workshops held in Dakar, Senegal. Participants at the proposal writing and planning workshop articulated a vision for their efforts:  to ensure that by 2020, more than 50% of smallholder farmers in West Africa will have access to and make better use of climate information and products to enhance on-farm decision making. Participants filled out a grant application for a project that  would be a first step towards this vision.
