PDF, Technical Report, 4.9 MB, 52pps ID: 004, B2 | Addressing Climate Change Impacts on Infrastructure: Preparing for Change December 2013
CCRD Program(s): Climate Resilient Infrastructure Services (CRIS), Climate Resilient Development Framework
Description:
This technical report includes a series of fact sheets describing
climate change impacts and adaptation strategies in the context of
USAID's Climate Resilient Development (CRD) Framework. The fact sheets
cover nine infrastructure categories: transportation, potable water,
sanitation systems, solid waste management, energy systems, information
and communications technology, flood-control structures, cultural
heritage assets, and buildings. Four major themes emerge from the fact
sheets: 1) the importance of infrastructure to developing countries, 2)
the unique aspects of infrastructure in the context of climate change,
3) the potential impacts of climate change on infrastructure assets and
services, and 4) the basic principles for understanding and implementing
an adaptive management approach.

An Assessment of Water Security, Development, and Climate Change in Iloilo, Philippines, and the Tigum-Aganan Watershed
February 2013
CCRD Program(s): Climate-resilient Development Framework
Description: This report details a water security and climate risk
assessment that USAID performed in Iloilo, Philippines, and the surrounding
Tigum-Aganan Watershed. In Iloilo, climate impacts such as floods, intense
storms, droughts, and changes in temperatures and precipitation will interact
with existing water security stressors to adversely affect the population. The
report provides a case study demonstrating how to incorporate USAID’s
Climate-resilient Development Framework into water sector planning for
infrastructure projects, monitoring programs, and governance decisions. The
report also covers assessment methods; ways to translate an assessment into
adaptation options; and how to evaluate options according to criteria, such as
effectiveness, feasibility, and cost.

PDF, Fact Sheet, 440 KB, 2pps ID: 060, B2 | Climate Change Resilient Development
CCRD Program(s): Adaptation Partnership, Climate Services, National Adaptation Planning and Implementation
Description:
This fact sheet provides an overview of USAID's CCRD project, as
envisioned at the beginning of the project. CCRD activities increase the
resilience of people, assets, and livelihoods to climate change impacts
by integrating adaptation strategies into the broader development
agenda and inducing donors, governments, and the private sector to
invest in cost-effective adaptive strategies. The CCRD program focuses
on three areas, providing: 1) support to USAID Bureaus and Missions
through the development and dissemination of guidance, training, and
capacity-building to strengthen the agency’s portfolio of adaptation
projects, as well as the mainstreaming of climate concerns into other
programs and projects; 2) coordination and support for activities
related to U.S. Government climate change programs, including the
Adaptation Partnership and Partnership Workshops programs; and 3)
technical leadership in emerging areas of climate vulnerability and
adaptation that need further innovation, including glaciers and
mountains, climate services, and climate-resilient long-term planning.

CCRD Program(s): National Adaptation Planning and Implementation
Description:
This report presents the findings from a workshop in Kingston, Jamaica,
in July 2012. The purpose of the workshop was to develop inputs for a
policy framework that would enable Jamaica to achieve its Vision 2030
national development goals in the context of climate change by
capitalizing on local knowledge and fostering discussion among
participants with experience in a wide range of sectors. During the
discussions, participants helped identify ways in which climate change
and other threats could hinder Jamaica’s long-term goals, and
brainstormed measures and institutions that could be used to respond.
Participants engaged in several exercises: 1) building a "map" of
relationships among economic sectors and the inputs and conditions they
depend upon; 2) adding threats and constraints to the map; 3) suggesting
actions, policies, and resources to address those threats and
constraints; 4) identifying ongoing activities and gaps; and 5)
producing a list of actions and actors. The results of the workshop were
used as key inputs to Jamaica’s Climate Change Policy Framework and
Action Plan.

CCRD Program(s): Climate Resilient Infrastructure Services (CRIS)
Description:
This fact sheet describes the use of the Climate Impacts Decision
Support Tool (CIMPACT-DST) in the coastal city of Hue, Vietnam. Hue is
subject to significant flooding each year. With a changing climate,
population growth, and economic development, the city is concerned about
the effect that flooding could have on the city's tourism, public
health, and infrastructure. Working with local partners, USAID collected
local climate, geospatial, and climate vulnerability data for use with
CIMPACT-DST to improve resilience in Hue’s urban planning,
infrastructure siting, and design. USAID also conducted training for
locals on how to use, manage, and update the tool. USAID developed an
expanded version of CIMPACT-DST for use in other Vietnamese cities.

Description: This fact sheet provides an overview of USAID’s CRIS
program and its work in five rapidly growing pilot cities that are vulnerable
to climate risks: Santo Domingo, Dominican Republic; Piura, Perú; Trujillo,
Perú; Nacala-Porto, Mozambique; and Hue, Vietnam. CRIS enables municipal
decision-makers to identify, prioritize, and implement adaptation strategies
for infrastructure projects to save lives and protect long-term investments.
CRIS activities include assessing vulnerability, screening adaptation options,
writing proposals for external funding, using decision-support tools for
infrastructure planning, and supporting training and peer-learning events.

National Adaptation
Planning: A Report on Three Workshops
August 2014
CCRD Program(s): National
Adaptation Planning and Implementation, Climate-resilient Development Framework
Description: This report presents
the findings from USAID workshops held in support of National Adaptation Plan (NAP)
development for Jamaica, Tanzania, and Ghana in 2012 and 2013. The workshops
employed a development-first process based on USAID's climate-resilient
development framework. Participants identified and prioritized their
development goals, the ways that climate change and other risks can affect
these goals, the actions and institutional roles necessary to respond to these
risks and achieve their country's development vision, and the economic sectors
critical to the country's or region's development. Breakout sessions covered: (1)
mapping relationships across economic sectors, (2) identifying climate and
non-climate stressors for each sector, and (3) identifying ways to address the
risks and constraints with each sector.

Adaptation Planning and Implementation, Climate-resilient Development Framework
Description: This fact sheet presents the USAID
National Adaptation Plan (NAP) process, which uses a “development-first”
approach to address climate threats in the context of broader development
goals. The NAP process begins with a workshop that helps stakeholders develop
an approach, build ownership and momentum, and agree on priorities for next
steps and action.
The fact sheet introduces the experiences of
Jamaica and Tanzania, which have already organized NAP workshops and are
following USAID's approach. USAID is also supporting 11 countries in West

CCRD Program(s): National Adaptation Planning and Implementation
Description:
This report presents the findings from a workshop that took place in
Accra, Ghana, in June 2013; the workshop focused on climate change
impacts, specifically to the coastal and marine environments. The
purposes of the workshop were to demonstrate and refine methods for
national adaptation planning; facilitate the integration of climate
change adaptation into development plans, processes, and strategies in
individual West African States; and agree on a road map for a regional
plan of action that supports the National Adaptation Plan (NAP) process
in each country. Participants heard presentations on the NAP process and
coastal development objectives and issues in West Africa. Experts led
the following breakout exercises: 1) building a map of relationships
among coastal economic sectors and the inputs and enabling conditions
they depend upon; 2) mapping climate and non-climate threats and
constraints to the key inputs and conditions; 3) determining the impacts
of the climate threats and constraints; and 4) identifying measures,
policies, and institutions to address climate impacts. Participants
focused on national, and regional, and transboundary issues. At the
conclusion of the workshop, participants consolidated the workshop
findings and developed lessons learned for sharing with national,
regional, and international forums.
