Description: This fact sheet presents information on USAID’s Adaptation Partnership, a global coalition founded in 2010 to share information and lessons learned about climate change adaptation. USAID supported 10 regional capacity-building Adaptation Partnership workshops in Africa, Asia, and Latin America on climate change vulnerability and adaptation issues related to food security, climate services, urban climate resilience, coastal and marine protected areas, and high-mountain glacial regions. Outcomes of the workshops included: (1) communities of practice (CoP) to facilitate communication and collaboration on climate services, glacial retreat, and climate resilient agriculture, (2) scientific research and technical analyses to learn more about climate change issues, including glacial lake formation and the economic value of climate services; and (3) small-grant programs with $25,000 to $550,000 awards.

Andean-Asian Mountains Global Knowledge Exchange: On Glaciers, Glacial Lakes, Water & Hazard Management: An Adaptation Partnership Workshop

Description: This report presents the findings from a series of Adaptation Partnership workshops about glaciers, glacial lakes, and water and hazard management in the Andes and  in several Asian mountain regions. The workshop series began with a field expedition to Nepal’s Imja Glacial Lake; participants  focused on knowledge exchange and collaboration. A knowledge-sharing workshop was next, in which participants discussed the physical and human dimensions of glacial recession, glacial lakes, and water supply. The final workshop was a writers workshop aimed at capturing the experiences, lessons learned, and recommendations that emerged from the field expedition and knowledge-sharing workshop. The primary goal of the field expedition and follow-on workshops was to catalyze, facilitate, and accelerate interdisciplinary exchange and collaboration among scientists, practitioners, and policy makers from the Andes, the Hindu Kush-Himalaya (HKH) region, and Central Asia. This report also contains many papers from the workshops.

The Caribbean Agrometeorological Initiative (CAMI): An Evaluation of Climate Services

: This report presents an evaluation of the Caribbean Agrometeorological Initiative (CAMI). For the last three years, CAMI has brought together the meteorological and agricultural agencies of 10 Caribbean nations to deliver climate services to farmers. Services have included developing new agro-meteorological information, creating an effective means to share this information with farmers, and convincing farmers across the 10 countries to change farming activities to enable increased agricultural productivity. Although the ultimate goal of CAMI is to raise agricultural productivity, this evaluation focuses on intermediate measures of success related predominantly to capacity building. However, the evaluation is limited because three years is too short a time for CAMI partner countries to have begun delivering climate services to farmers. This report concludes with recommendations for near-term actions to enhance the progress accomplished by CAMI to date.

Climate Change Resilient Development

Description: This fact sheet provides an overview of USAID's CCRD project, as envisioned at the beginning of the project. CCRD activities increase the resilience of people, assets, and livelihoods to climate change impacts by integrating adaptation strategies into the broader development agenda and inducing donors, governments, and the private sector to invest in cost-effective adaptive strategies. The CCRD program focuses on three areas, providing: 1) support to USAID Bureaus and Missions through the development and dissemination of guidance, training, and capacity-building to strengthen the agency’s portfolio of adaptation projects, as well as the mainstreaming of climate concerns into other programs and projects; 2) coordination and support for activities related to U.S. Government climate change programs, including the Adaptation Partnership and Partnership Workshops programs; and 3) technical leadership in emerging areas of climate vulnerability and adaptation that need further innovation, including glaciers and mountains, climate services, and climate-resilient long-term planning.

: This report presents the findings from a workshop in Kingston, Jamaica, in July 2012. The purpose of the workshop was to develop inputs for a policy framework that would enable Jamaica to achieve its Vision 2030 national development goals in the context of climate change by capitalizing on local knowledge and fostering discussion among participants with experience in a wide range of sectors. During the discussions, participants helped identify ways in which climate change and other threats could hinder Jamaica’s long-term goals, and brainstormed measures and institutions that could be used to respond. Participants engaged in several exercises: 1) building a "map" of relationships among economic sectors and the inputs and conditions they depend upon; 2) adding threats and constraints to the map; 3) suggesting actions, policies, and resources to address those threats and constraints; 4) identifying ongoing activities and gaps; and 5) producing a list of actions and actors. The results of the workshop were used as key inputs to Jamaica’s Climate Change Policy Framework and Action Plan.

This report describes the Climate-resilient Development Framework, a “development-first” approach to climate change adaptation. The framework recommends practitioners use climate analyses to complement those normally undertaken in the course of development planning; this helps ensure that current and future climate variability does not hinder progress on existing development goals. The intended audience for this report includes development and adaptation practitioners; city planners; resource managers; and other decision-makers in national, regional, and local governments.

The report discusses the rationale behind climate-resilient development and describes the five stages of the framework. Other key content includes:  an adaptation-focused glossary, a compilation of resources for scoping actions, a list of potential assessment criteria for adaptation options, examples of relevant project work from Jamaica and the Philippines, and a guide to sector-specific direct and indirect climate impacts.

CRIS enables municipal decision-makers to identify, prioritize, and implement adaptation strategies for infrastructure projects to save lives and protect long-term investments. Glacial Flooding and Disaster Risk Management: Knowledge Exchange and Field Training Workshop

Description: This report presents the findings of the third international workshop of the High Mountains Adaptation Partnership (HiMAP), "Glacial Flooding and Disaster Risk Management Knowledge Exchange and Field Training." The workshop took place in various locations in the Peruvian Cordillera Blanca mountain range. Presenters offered key HiMAP research results and provided training modules on new field methods in the high-mountain sciences, including ground penetrating radar demonstrations at Pastoruri glacier, conflict-resolution methods at Parón Glacial Lake, and new systems for developing local adaptation management plans in the Quilcay watershed above Huaraz. During the workshop, participants voted to change the name to HiMAP; it was previously called the High Mountain Glacier Watershed Program (HMGWP). A film of the workshop is available as a series of short videos available on the HiMAP website.

Index Insurance: Building Agricultural Resilience to Climate Variability and Change

Description: This fact sheet describes index insurance, an affordable alternative to conventional insurance that pays out benefits based on conditions exceeding pre-determined thresholds (e.g., rainfall amounts) instead of damage assessment to individuals’ property. The fact sheet summarizes index-insurance programs in the Dominican Republic, Ethiopia, and Senegal and describes how index insurance can complement proactive resource management efforts (such as water storage) that increase production.

The fact sheet introduces the experiences of Jamaica and Tanzania, which have already organized NAP workshops and are following USAID's approach. USAID is also supporting 11 countries in West Africa by helping the Economic Community of West African States (ECOWAS) facilitate regional coordination on coastal adaptation planning and work with the countries on their NAP processes.
