Addressing Climate Change Impacts on Infrastructure: Preparing for Change

Description: This technical report includes a series of fact sheets describing climate change impacts and adaptation strategies in the context of USAID's Climate Resilient Development (CRD) Framework. The fact sheets cover nine infrastructure categories: transportation, potable water, sanitation systems, solid waste management, energy systems, information and communications technology, flood-control structures, cultural heritage assets, and buildings. Four major themes emerge from the fact sheets: 1) the importance of infrastructure to developing countries, 2) the unique aspects of infrastructure in the context of climate change, 3) the potential impacts of climate change on infrastructure assets and services, and 4) the basic principles for understanding and implementing an adaptive management approach.

This report details a water security and climate risk assessment that USAID performed in Iloilo, Philippines, and the surrounding Tigum-Aganan Watershed. In Iloilo, climate impacts such as floods, intense storms, droughts, and changes in temperatures and precipitation will interact with existing water security stressors to adversely affect the population. The report provides a case study demonstrating how to incorporate USAID’s Climate-resilient Development Framework into water sector planning for infrastructure projects, monitoring programs, and governance decisions. The report also covers assessment methods; ways to translate an assessment into adaptation options; and how to evaluate options according to criteria, such as effectiveness, feasibility, and cost.

Climate Change Resilient Development

Description: This fact sheet provides an overview of USAID's CCRD project, as envisioned at the beginning of the project. CCRD activities increase the resilience of people, assets, and livelihoods to climate change impacts by integrating adaptation strategies into the broader development agenda and inducing donors, governments, and the private sector to invest in cost-effective adaptive strategies. The CCRD program focuses on three areas, providing: 1) support to USAID Bureaus and Missions through the development and dissemination of guidance, training, and capacity-building to strengthen the agency’s portfolio of adaptation projects, as well as the mainstreaming of climate concerns into other programs and projects; 2) coordination and support for activities related to U.S. Government climate change programs, including the Adaptation Partnership and Partnership Workshops programs; and 3) technical leadership in emerging areas of climate vulnerability and adaptation that need further innovation, including glaciers and mountains, climate services, and climate-resilient long-term planning.

The Climate Impacts Decision Support Tool: Integrating Climate Information into Land-Use Decisions in Vietnam

Description: This fact sheet describes the use of the Climate Impacts Decision Support Tool (CIMPACT-DST) in the coastal city of Hue, Vietnam. Hue is subject to significant flooding each year. With a changing climate, population growth, and economic development, the city is concerned about the effect that flooding could have on the city's tourism, public health, and infrastructure. Working with local partners, USAID collected local climate, geospatial, and climate vulnerability data for use with CIMPACT-DST to improve resilience in Hue’s urban planning, infrastructure siting, and design. USAID also conducted training for locals on how to use, manage, and update the tool. USAID developed an expanded version of CIMPACT-DST for use in other Vietnamese cities.

The document provides the knowledge and capacity to discern situations in which CIMPACT-DST should be used, identify and gather needed information, navigate and complete the tool's required inputs, and understand and use the tool's outputs.

Jamaica's Success Story: Becoming More Resilient and Less Vulnerable to Climate Change

National Adaptation Planning: A Report on Three Workshops

Description: This report presents the findings from USAID workshops held in support of National Adaptation Plan (NAP) development for Jamaica, Tanzania, and Ghana in 2012 and 2013. Participants identified and prioritized their development goals, the ways that climate change and other risks can affect these goals, the actions and institutional roles necessary to respond to these risks and achieve their country's development vision, and the economic sectors critical to the country's or region's development. Breakout sessions covered: (1) mapping relationships across economic sectors, (2) identifying climate and non-climate stressors for each sector, and (3) identifying ways to address the risks and constraints with each sector.

Understanding and Communicating Climate Change: West Indian Ocean

Description: This workshop report presents the findings from a workshop held in Grahamstown, South Africa, in November 2013. This workshop was the first of three focused on identifying climate change capacity-building needs for coastal and marine protected areas (MPAs) in the Western Indian Ocean (WIO) region. Use Scenarios and User Narratives: Vietnam Climate Impacts Decision Support Tool

The document provides information about situations in which planners, engineers, and managers could apply the tool and the steps they could take to use the tool to identify and apply climate information and adaptation strategies for urban planning. Tool users follow four steps: (1) Enter project information, (2) Specify the project planning horizon, (3) Determine the project's climate-related hazard exposure, (4) Consider the tool’s output – anticipated climate impacts specific to the project, climate impact projections, secondary sector-specific impacts, and sector-specific guidelines and recommendations.

Description: This report presents the results of training sessions to help individuals from Western Indian Ocean (WIO) countries and non-governmental organizations increase the awareness and understanding of climate change and the use of vulnerability assessments, particularly for coastal communities and marine protected areas. The first set of training focused on climate change impacts, climate information, and communicating climate change to better understand how to assess vulnerability to climate change, develop adaptation strategies, and engage stakeholders and communities. The second set of trainings focused on: 1) the effects of non-climate and climate stressors on target resources; 2) community resilience and community data-gathering tools; 3) assessing vulnerability and scenario planning; and 4) adaptation and implementation considerations. Major goals of the trainings were knowledge-sharing; providing regional marine resource practitioners the knowledge, skills, and techniques to administer the training sessions, themselves, in three to five years; and building a network of practitioners to share knowledge with each other.
