Addressing Climate Change Impacts on Infrastructure: Preparing for Change

Four major themes emerge from the fact sheets: 1) the importance of infrastructure to developing countries, 2) the unique aspects of infrastructure in the context of climate change, 3) the potential impacts of climate change on infrastructure assets and services, and 4) the basic principles for understanding and implementing an adaptive management approach.

Assessing Mali's “Direction Nationale de la Météorologie Agrometeorological” Advisory Program: Preliminary Report on the Climate Science and Farmer Use of Advisories

Description: This report, the first of two, presents an assessment of Mali's “Direction Nationale de la Météorologie” agrometeorological advisory program, called Meteo Mali. Mali initially established Meteo Mali, which provides advisories for communities, households, and individuals, as an emergency measure to address food insecurity; Mali reported that its program led to yield increases of 20 to 60%, depending on the part of the country in which the information was used. This report assesses the advisories’ forecasts, science, and use at the community, household, and individual level in southern Mali; provides recommendations to enhance Meteo Mali's program; identifies future research needs; suggests that future climate services build in post-hoc monitoring and evaluation documentation, from the outset, to facilitate learning, evaluation, and evidence-based program adjustment; and defines criteria that can inform the programming, design, and implementation of climate services for farmers in the Global South.

This report details a water security and climate risk assessment that USAID performed in Iloilo, Philippines, and the surrounding Tigum-Aganan Watershed. In Iloilo, climate impacts such as floods, intense storms, droughts, and changes in temperatures and precipitation will interact with existing water security stressors to adversely affect the population. The report provides a case study demonstrating how to incorporate USAID’s Climate-resilient Development Framework into water sector planning for infrastructure projects, monitoring programs, and governance decisions. The report also covers assessment methods; ways to translate an assessment into adaptation options; and how to evaluate options according to criteria, such as effectiveness, feasibility, and cost.

The Caribbean Agrometeorological Initiative (CAMI): An Evaluation of Climate Services

: This report presents an evaluation of the Caribbean Agrometeorological Initiative (CAMI). For the last three years, CAMI has brought together the meteorological and agricultural agencies of 10 Caribbean nations to deliver climate services to farmers. Services have included developing new agro-meteorological information, creating an effective means to share this information with farmers, and convincing farmers across the 10 countries to change farming activities to enable increased agricultural productivity. Although the ultimate goal of CAMI is to raise agricultural productivity, this evaluation focuses on intermediate measures of success related predominantly to capacity building. However, the evaluation is limited because three years is too short a time for CAMI partner countries to have begun delivering climate services to farmers. This report concludes with recommendations for near-term actions to enhance the progress accomplished by CAMI to date.

Climate Change Resilient Development

Description: This fact sheet provides an overview of USAID's CCRD project, as envisioned at the beginning of the project. CCRD activities increase the resilience of people, assets, and livelihoods to climate change impacts by integrating adaptation strategies into the broader development agenda and inducing donors, governments, and the private sector to invest in cost-effective adaptive strategies. The CCRD program focuses on three areas, providing: 1) support to USAID Bureaus and Missions through the development and dissemination of guidance, training, and capacity-building to strengthen the agency’s portfolio of adaptation projects, as well as the mainstreaming of climate concerns into other programs and projects; 2) coordination and support for activities related to U.S. Government climate change programs, including the Adaptation Partnership and Partnership Workshops programs; and 3) technical leadership in emerging areas of climate vulnerability and adaptation that need further innovation, including glaciers and mountains, climate services, and climate-resilient long-term planning.

: This report presents the findings from a workshop in Kingston, Jamaica, in July 2012. The purpose of the workshop was to develop inputs for a policy framework that would enable Jamaica to achieve its Vision 2030 national development goals in the context of climate change by capitalizing on local knowledge and fostering discussion among participants with experience in a wide range of sectors. During the discussions, participants helped identify ways in which climate change and other threats could hinder Jamaica’s long-term goals, and brainstormed measures and institutions that could be used to respond. Participants engaged in several exercises: 1) building a "map" of relationships among economic sectors and the inputs and conditions they depend upon; 2) adding threats and constraints to the map; 3) suggesting actions, policies, and resources to address those threats and constraints; 4) identifying ongoing activities and gaps; and 5) producing a list of actions and actors. The results of the workshop were used as key inputs to Jamaica’s Climate Change Policy Framework and Action Plan.

Climate Vulnerabilities and Development in Burkina Faso and Niger: Background Paper

The fact sheet introduces the experiences of Jamaica and Tanzania, which have already organized NAP workshops and are following USAID's approach. USAID is also supporting 11 countries in West Africa by helping the Economic Community of West African States (ECOWAS) facilitate regional coordination on coastal adaptation planning and work with the countries on their NAP processes.

The report summarizes Vietnam’s needs for a consistent methodology, usable tools and resources, and incentives to mainstream climate considerations into existing planning processes. Ultimately, this project produced a tool that presents standardized process for identifying climate change impacts and solutions.

Understanding and Communicating Climate Change: West Indian Ocean

Use Scenarios and User Narratives: Vietnam Climate Impacts Decision Support Tool

Description: This technical report is one of a series of documents that guided the customization of the Vietnam Climate Impacts Decision Support Tool (CIMPACT-DST), a tool that USAID helped develop to support urban planning in Vietnam. The document provides information about situations in which planners, engineers, and managers could apply the tool and the steps they could take to use the tool to identify and apply climate information and adaptation strategies for urban planning. Tool users follow four steps: (1) Enter project information, (2) Specify the project planning horizon, (3) Determine the project's climate-related hazard exposure, (4) Consider the tool’s output – anticipated climate impacts specific to the project, climate impact projections, secondary sector-specific impacts, and sector-specific guidelines and recommendations.

: This report presents the findings from a workshop that took place in Accra, Ghana, in June 2013; the workshop focused on climate change impacts, specifically to the coastal and marine environments. The purposes of the workshop were to demonstrate and refine methods for national adaptation planning;  facilitate the integration of climate change adaptation into development plans, processes, and strategies in individual West African States; and agree on a road map for a regional plan of action that supports the National Adaptation Plan (NAP) process in each country. Participants heard presentations on the NAP process and coastal development objectives and issues in West Africa. Experts led the following breakout exercises: 1) building a map of relationships among coastal economic sectors and the inputs and enabling conditions they depend upon; 2) mapping climate and non-climate threats and constraints to the key inputs and conditions; 3) determining the impacts of the climate threats and constraints; and 4) identifying measures, policies, and institutions to address climate impacts. Participants focused on national, and regional, and transboundary issues. At the conclusion of the workshop, participants consolidated the workshop findings and developed lessons learned for sharing with national, regional, and international forums.
